Children

Children are often impacted by the deployment and redeployment of a parent or close family member. Families often have to seek new child care arrangements due to the deployment of a parent and they experience difficulty finding quality child care. In addition, often the costs of this child care are greater which puts stress on the family budget.

Children of deployed soldiers often face challenges focusing on school and may act out or struggle academically. Counselors in education system may need to be informed about issues facing students who have a family member deployed. Parents may also be challenged with children who are exhibited emotional stress due to the deployment of a parent or close family member. Support systems need to be in place for children and parents.

High family stress levels and frequent deployments can contribute to divorce or domestic violence which can have a significant impact on children.

Recreation, leisure and sporting activities for individuals and families.
 

OASIS Adaptive Sports

Offers instruction, equipment and support to disabled veterans in a variety of sports activities. Helps the disabled veteran population successfully implement a recovery program that will assist the transition back into the mainstream of life.

Perhaps a caregiver has had an accident, or become ill or homeless. Perhaps a parent has been arrested or is under severe stress because of domestic abuse. It happens every day: through no fault of their own, small children are put at risk of neglect or abuse.

Catholic Charities of Livingston County

HOPE (Helping One Person Excel)Youth Mentoring is a Livingston County program that matches trained adult mentors with 6-14 year old youth in a 1:1 relationship. Mentors offer their guidance, give support and spend time with their youth "match." The youth in the program are experiencing adjustment difficulties at home, school and/or the community. One youth writes, "My mentor means a lot to me because I don't have anyone to take time out of their day just to be with me." Trained volunteers share a minimum of 4 hours a month with their youth match for a one-year period. Mentors are thoroughly screened and trained, and extensive background checks are performed before being the mentor is matched with a youth.

Education

Education can be a challenge and opportunity for active duty military and veterans. Veterans are not always aware of tuition benefits or student support services available at some higher education institutions. Additional support in the form of tutoring, special accommodations, and transition assistance may be available to help veterans be successful. In addition, higher education institutions may also not always be aware of programs that can support veterans.

Employment

Veterans may find it very difficult to find meaningful employment when they return. Veterans may not be returning to the same job they left behind and may not have a job at all. Job training may be needed. Veterans may need assistance in developing job search strategies (resume writing, de-militarizing resumes, job search processes).

Employers may need to be educated about the positive points of employing veterans as veterans can bring a lot of resources to the job. Employers may also need to be informed about the issues facing veterans and families or employment laws related to veterans.

Veterans and their families are provided benefits counseling, claims assistance and advocacy by staff of the NYS Division of Veterans Affairs.

Resume Assistance

 

Veterans Outreach Center, Inc.

The Resource Center, opened in 1999 at 457 South Avenue, offers programs and services designed to help veterans reenter the work force. Veterans receive career counseling, skills assessment, resume assistance, job readiness and occupational skills training, career development and placement services, focus groups to address employment problems, weekly job networking meetings and on-site employer recruitment activities, and access to a job information library.

The Resource Center also administers two projects funded by the U.S.Department of Labor. The Homeless Veterans Reintegration Program outreaches to homeless veterans in the Rochester five county area and works to stabilize these vets for reintegration into the community's workforce. The Veterans Workforce Investment Program offers training and employment opportunities for recently discharged, campaign or combat era vets, disabled veterans, and vets with serious barriers to employment. Additional employment and training support for disabled veterans is received from the Disabled American Veterans Charitable Service Trust (for more information, see www.dav.org).

Family Support

Families are impacted significantly by the deployment and redeployment of a parent or close family member. The family structure that has traditionally operated has to be changed when a parent is deployed and a new family operating system has to be put in place. Service members may miss significant life events, such as births, marriages, or deaths. The impacts are far reaching and include increased financial and emotional stress. The parent who is left behind to keep the family running is often reluctant to seek help due to concerns about the potential that others may take advantage of the fact that they are “home alone”. High family stress levels and frequent deployments can contribute to divorce or domestic violence which can have a significant impact on family units.

Parents of young service members experience stress when they do not hear frequently from their children who are deployed.

Hearing Loss Association of America

The Rochester Chapter of the Hearing Loss Association of America is part of the National Organization of HLAA. We provide information,education, outreach and emotional support services to veterans and families of veterans regarding issues of hearing loss. We can help with issues of anxiety, frustration, problems of communication, coping skills, devices and more. We are an association geared toward the needs of the hard of hearing and their families, including people who use hearing aids and Cochlear implants. We do not use sign language, however our meetings are held in an induction looped room and the evening meeting provides CART (captioning) service. An interpreter for evening meetings is available, upon request. We have monthly meetings (day and evening) where we present programs on various topics concerning the hard of hearing. We will soon begin a series of support sessions outside of regular chapter meetings.

Financial

Some Reserve members and National Guard experience salaries below their civilian levels, but have the same financial responsibilities, such as auto loans, mortgage, etc. Child care costs could be greater due to changes in the family structure and dynamics. Financial challenges can lead to credit problems including predatory lending. In addition, tax preparation is difficult to facilitate while deployed.

Besides financial challenges, there are other practical issues which are difficult to deal with from abroad that can lead to increased stress. Car or house repairs and maintenance are examples. Military personnel want to help their families and not leave them to deal with these problems on their own.

Cape Ability Outrigger Ohana, Inc.

Cape Ability Outrigger Ohana, Inc., a chapter of Disabled Sports USA provides recreational and competitive outrigger canoe activities for paddlers with and without disabilities. Inclusive recreational programs are offered on Rochester area waterways such as the Erie Canal, Black Creek and Irondequoit Bay. Racing opportunities are available locally for inclusive teams and in various places for elite teams of paddlers with disabilities desiring competition at the national or international level. Groups of seven may be scheduled at a mutually convenient time. Individuals may call or e-mail for information about open seats available in recreational classes throughout the summer. CAOO's 13th Annual Rochester River Challenge on September 19, 2009 is a Wounded Warrior Disabled Sports Project Event.

HOPE HOUSE

Hope House Women's Emergency Shelter is a 19 bed emergency shelter that serves over 900 homeless women and children each year. HH serves eligible women who are homeless, unable to secure permanent housing or stable housing and are at least 18 years of age.

Through a partnership with Unity Health, Hope House has medical staff (doctor, nurse) visit on weekdays to assess and treat those clients who are not covered by health insurance and to help them obtain primary care physicians for up to one year. Unity Health also brings in a dental hygienist once per week to perform cleanings and assist in obtaining referrals to other dental programs.

VA Healthcare Network Upstate NY

The VA Health Care for Homeless Veterans Program serves men, women and families who are homeless. We conduct outreach in places where individuals who are homeless congregate. We provide crisis intervention and case management services. We are able to access 30 transitional beds through our Grant and Per Diem program, and 50 beds in our VA domiciliary at the Canandaigua VA Medical Center. Legal Assistance

Legal issues can affect active duty military and veterans. These issues can be in one or more of several areas, one of which is custody. The civilian legal system does not recognize family care plans required by military and this has led to active duty military facing child custody challenges while they are deployed.

Both veterans and active duty military can face DWI/DUI charges. In order to cope with their combat experiences, some veterans self-medicate by turning to drugs and alcohol.

Speeding can also be an issue. Combat training stresses the importance of speeding in order to avoid road side bombs. This tendency does not quickly go away when troops return. This can be a sign of much more serious issues.

High family stress levels and frequent deployments can also contribute to divorce or domestic violence.

Monroe County Veterans Court

The Monroe County Veterans' Court is essentially a combination of chemical dependency and mental health services paired with constant judicial oversight. The Veterans' Court provides four separate tracks, each with varying levels of involvement. The most intensive track stipulates a years worth of sobriety, obtaining a GED or High School Diploma, and full completion of a chemical dependency or mental health program. Other tracks involve a localized-jail re-entry program, a diversion program associated with Pre-Trial services, and a single appearance track for lesser criminal charges. Based upon bed availability, works with DHS Monday through Friday 7-2:00pm to house any male that comes to DHS emergency team
After 2:00 weekdays and all day Saturday and Sunday (based upon bed availability) willing to take in any male under hospitality that can’t be placed by DHS

Equine Assisted Psychotherapy is an emerging field in which horses are used as tools for emotional growth and learning in humans. All activities take place on the ground. No horse experience is necessary. Substance Abuse

Substance abuse is on the rise among veterans of combat in Afghanistan and Iraq, and is particularly prevalent among those suffering from PTSD. Besides the potential for leading to reckless driving, domestic violence, and a host of other problems, substance abuse is frequently a factor in suicides.

As part of the warrior code, veterans and servicemembers may be reluctant to admit the need for help, preferring instead to alleviate the stresses of war by self-medicating with alcohol or drugs.

PROGRAM ELIGIBILITY:
Men who are homeless, unable to secure permanent housing or stable housing and are at least 18 years of age.

APPLICATION/REFERRAL PROCEDURE: Call for referral: referred through community agencies such as The Department of Human Services; schools, hospitals, and social workers, family members or by self referral.

Based upon bed availability, works with DHS Monday through Friday 7-2:00pm to house any male that comes to DHS emergency team
After 2:00 weekdays and all day Saturday and Sunday (based upon bed availability) willing to take in any male under hospitality that can’t be placed by DHS

HOURS: Office: M-F 8:30 am - 4:00 pm
FEES: No fee for services.
